Doctor en Ciencias de la Computación del Instituto Politécnico Nacional (IPN) en 2007, maestro en Ciencias de la Computación por el CIC del IPN en 2001 e ingeniero en Sistemas Computacionales por la Escuela Superior de Cómputo del IPN en 1998. Miembro del Sistema Nacional de Investigadores nivel 1. Desde febrero de 2020 es Director del Centro e Investigación en Computación. Fue Coordinador General de Servicios Informáticos del IPN, fue Director del Centro Nacional de Cálculo del IPN y Director de Sistemas, Informática y Telecomunicaciones del Consejo Nacional de Ciencia y Tecnología (Conacyt), además de Jefe del Laboratorio de Procesamiento Inteligente de Información Geoespacial del Centro de Investigación en Computación. Sus áreas de interés de investigación se enfocan en los Sistemas de Información Geográfica especialmente en el diseño de aplicaciones geoespaciales, automatización de la generalización cartográfica, información geográfica voluntaria y similitud semántica geoespacial. Tiene diversos artículos en revistas y congresos nacionales e internacionales, además de ser revisor de publicaciones especializadas como el International Journal of Geographical Information Science, Computers and Geosciences y Computers in Human Behavior, entre otras. Es evaluador del Programa Nacional de Posgrado de Calidad (PNPC), del Programa de Estímulos a la Innovación (PEI) y de los Fondos Sectoriales CFE-CONACYT, SEP-CONACYT y FOMIX del Conacyt. En 2017, como director de tesis obtuvo el primer lugar y una Mención Honorífica en el Premio a la mejor tesis de maestría, Instituto Panamericano de Geografía e Historia de la Organización de Estados Americanos. Fue ganador del Premio a la Investigación 2008 del IPN en la categoría Desarrollo Tecnológico y primer lugar en el Premio Banamex a la evolución en Internet 2002 en la categoría Gobierno. En 2014 fue galardonado por la Presidencia de República con una Mención Honorífica en el Premio Nacional de Protección Civil. Adicionalmente, fue ganador del Premio a la Investigación 2014 del Instituto Politécnico Nacional en la categoría de Investigación Aplicada, como participante.
